Last week-end on a ground dumphill from a excavation in the city I found this piece from periode 1915-1925 ( I think)

I think it would date earlier than your estimate. I'd say more like 1890 - 1915. I have a similar type in cobalt and it came from Scotland, so perhaps yours is also Scottish.

This model is common found in Belgium and according to the stories there would be so many here because during WWI the Germans brought these items often with them
to write letters at home during the war 1914-1918 .... this at least a version here
